DOAV supports improvements to Public Access airports across the state through grants. The airports are responsible for procuring goods and services for these projects and there is a great deal of opportunity in this arena. For information on the types of projects that are supported through this program, please see our Aviation Grant Program Page. All Federally Funded projects solicited by the airports are to be procured following federal guidelines including utilization of Disadvantaged Business Enterprises (DBE). To become certified as a DBE, please visit the VDOT Business Center website (http://www.virginiadot.org/business/const/prequal.asp).Contractors should contact the Airport Services Division at (804) 236-3632 for information concerning bid specifications at Virginia Airports.

Department of Minority Business Enterprises– in support of Governor Warner’s SWAM initiatives, DOAV encourages all eligible vendors to certify with DMBE in order to participate in SWAM opportunities. The Commonwealth of Virginia defines SWAM vendors as follows:
Small Business Enterprise: independently owned and operated business which, together with affiliates, has 250 or fewer employees, or average annual gross receipts of $10 million or less averaged over the previous three years.
Minority-Owned Business Enterprise: at least 51% owned by one or more minorities or in the case of a corporation, partnership or limited liability company or other entity, at least 51% of the equity ownership interest in which is owned by one or more minorities and whose management and daily business operations are controlled by one or more of such individuals.
Woman-Owned Business Enterprise: at least 51% owned by one or more women who are citizens or legal resident aliens, or in the case of a corporation, partnership or limited liability company or other entity, at least 51% of the equity ownership interest in which is owned by one or more women, and whose management and daily business operations are controlled by one or more of such individuals.

Virginia Information Technology Agency – DOAV procures all IT goods and services through coordination with VITA.
