Airport and Aircraft Licensing in Virginia
The Department of Aviation has certain regulatory responsibilities which include airport licensing and aircraft licensing.
The requirements to license public-use airports and private-use airports within five miles of a public-use airport, to register a private-use airport, and to license aircraft in Virginia can be found in Title 5.1 of the Code of Virginia and in 24 VAC 5-20-10 et seg., the Regulations Governing the Licensing and Operation of Airports and Aircraft and Obstructions to Airspace in the Commonwealth of Virginia, also called the Virginia Aviation Regulations.

Public-Use Airport License Application forms and Private Airport Registration forms, as well as Non-Commercial and Commercial License Application Forms, Noncommercial Dealer Fleet License Application Forms, Commercial Dealer Fleet License Application Forms, and Contract Carrier Permit Application Forms are available from the Department by calling the Licensing Section at 804-236-3637 or 1-800-292-1034, Ext: 102. Aircraft License Renewal Application Forms are mailed automatically to aircraft owners who licensed their aircraft during the previous 12-month period.
